The Inaugural NACSA Cyber Security Summit Unravelling the Challenges and Opportunities of the

Malaysia Cyber Security Act 29 July 2024, Kuala Lumpur

1. From 30th July to 1st August, the National Cyber Security Agency (NACSA) Malaysia and Alpine Integrated Solution (AIS) will bring together professionals and thought leaders in the cyber security industry for the inaugural NACSA Cyber Security Summit (NCSS) at the Putrajaya International Convention Centre (PICC).

2. The NCSS 2024 is one of the key events under the National Security Month celebrated by the National Security Council (NSC) which will be conducting their Official Launch in synergy with NCSS 2024 on 30th July 2024. The Welcoming Speech will be given by YM Raja Dato' Nushirwan bin Zainal Abidin, Director General of National Security at the National Security Council (NSC). This will be followed by the Opening Speech from YAB Dato’ Seri Anwar Ibrahim – the Prime Minister of Malaysia. YAB Dato’ Seri Anwar will also officiate the launch of the National Security Month, launch of the National Security Index (IKK), and the ASTRO - NACSA Coding Challenge Prize- Giving Ceremony.

3. Themed “United Efforts for a Secure and Resilient Malaysia”, NCSS 2024 aims to enhance discussions and the sharing of knowledge and best practices in cyber security in Malaysia. The centrepieces of the three-day event are high-powered panel discussions and keynote presentations, supported by a range of other sessions.

What to Expect

4. The first day kicks off with the Astro - NACSA Coding Challenge Prize Giving ceremony followed thereafter by an MoU Exchange Ceremony whereby the guest of honour for both ceremonies will be YB Tuan Gobind Singh Deo, Minister of Digital, Malaysia. The ASTRO - NACSA Coding Challenge Prize Giving will be for the top 3 and consolation winners whilst the MoU Exchange Ceremony will be between NACSA and several organisations.

5. Plenary Forum – “Getting to Know the Malaysia Cyber Security Act 2024 (Act 854)”. Expert panellists including Ir. Dr. Megat Zuhairy bin Megat Tajuddin, Chief Executive of NACSA; Mr David Koh, Chief Executive of the Cyber Security Agency of Singapore (CSA); and Mr Jason Yuen, Partner and Technology Consulting at EY, will discuss the provisions of the Malaysia Cyber Security Act 2024 and how it enhances Malaysia’s cyber security resilience by addressing vulnerabilities, encouraging compliance, and fostering collaborations between the public and private sectors as well as international partners.

6. “Implementing the Cyber Security Act (Act 854)” is the theme of another panel discussion at NCSS 2024. Featuring industry experts such as Ms Shariffah Rashidah Syed Othman, NACSA’s Director of Policy and International Cooperation Division, the discussion will focus on the opportunities and challenges in ensuring the effective implementation and enforcement of the Act and how it will shape Malaysia’s cyber security landscape.

7. Another highlight of NCSS 2024 is the keynote presentations where industry leaders share their specialised knowledge with the audience. For instance, on the first day, Mr James Mcleary, Head of Cyber security Practice at THALES, will speak on "Empowering SOC Efficiency". On the second day, Ms Christine Gadsby, Chief Information Security Officer at BlackBerry, will present on “Situation Awareness for Precision Incident Response”.

8. Aside from the aforementioned panel discussions and keynote presentations, NCSS 2024 will also feature other events: For instance, leading industry players will showcase their ideas and solutions for cyber security at the technical presentations. These include “Cyber Resilience: Ensuring Secure APIs in Government Services” by Akamai x Primary Guard, “Elevating Cyber Security to the Next Level with Intelligence- Driven Security Framework” by Recorded Future, “Emerging Techniques in Advanced Persistent Threat (APT) Groups” by softScheck, and “CISO-GPT – Rethinking NCII Security in the AI Era” by Imperva.

9. Delegates may also access more in-depth knowledge at the three parallel track sessions. Track 1 deals with Threat Intelligence and Defence Strategies, Track 2 focuses on Cyber Resilience, and Track 3 explores Emerging Technologies and Future Trends.

10. Also taking place alongside NCSS 2024 is the ICTSO 2024 Conference where ICT Security Officers (ICTSOs) gather to discuss best strategies to enhance cooperation and information sharing on cyber security across various stakeholders.

11. The future generation of cyber security leaders is the focus of the My Cyber Hero (MYCH) 2024 programme, which will hold the finals of the Cyber Security Gamification competition during NCSS 2024. Organised by Micro Concept Tech Sdn Bhd and AIS, with the support of the Ministry of Education Malaysia and NACSA, MYCH 2024 offers school students across Malaysia the opportunity to showcase their cyber security skills through various challenges and games.

12. Being close neighbours, cooperation between Malaysia and Singapore is key to tackling mutual cyber security challenges. This, along with discussions on how to synchronise policies, protect critical infrastructure, exchange information, and build capacity, will be the focus of the 2nd Malaysia-Singapore Cyber Security High-Level Roundtable 2024, also taking place in conjunction with NCSS 2024.

13. As ASEAN is the first region to adopt, in principle, the United Nations Group of Governmental Experts (UNGGE) Norms on Responsible State Behaviour in Cyberspace, NCSS 2024 will also host the Malaysia – Singapore - UNIDIR Workshop: ASEAN Norms Implementation Checklist. Taking place over two days, this workshop is being run in partnership with the United Nations Institute for Disarmament Research (UNIDIR) and seeks to create an implementation checklist for norms tailored for ASEAN member states.

14.Throughout the three days, 67 local and international ICT and cyber security organisations and corporations from various countries will host sessions and showcase their products, services, and solutions at the exhibition.

15. Few industry players will be present as brand partners at NCSS 2024, these include Advanced Air Traffic Systems, Awantec Systems Sdn Bhd, BlackBerry Security, CREST, Fortinet, Google Cloud Security, HeiTech Padu, Huawei, Microsoft, SIEMENS ENERGY and Tenable, System Consultancy Services (SCS) dan Thales.

16. Among the top participating exhibitors are, Axiata, Recorded Future, Trellix, Palo Alto Networks, Malaysia Digital Economy Corporation (MDEC), Akamai and TM One. Also exhibiting are the Barracuda, Bitdefender, Prisma Khas, Nexagate and CDS Synergy.

1. More than just a platform to gain further knowledge about the cyber security industry, NCSS 2024 is also the ideal venue for networking. Over 700 delegates, including top government and corporate representatives, senior executives, Chief Information Security Officers (CISOs) from Critical National Information Infrastructure (NCII) sectors, industry giants, academia, and embassies, are expected to be in attendance. Furthermore, over 42 speakers will participate in various panel discussions, keynote presentations, technical presentations, and track sessions during NCSS 2024.

2. Platforms for engagement and discussion on ongoing cyber security issues and challenges are vital and need to be consistent and constant.
